Skills for Climate Change – Excellence in Leadership Procurement and Supply (CHEOPS) (Cornwall Council)

The key objective of this investment is to increase understanding within the workforce of carbon’s role in climate change so that organisations and individuals can contribute to creating a lower carbon economy in Cornwall and the Isles of Scilly.

The project will develop activities to increase the skills of the local workforce within both the public and private sector; this will include increasing access to learning and skills training and increasing the take up of higher skills training by those in employment.

The development of a low carbon economy is a core objective of the Economic Development Strategy for Cornwall and the Isles of Scilly and is a major priority for both the Convergence ESF Framework and ERDF Operational Programme. However there is still a significant lack of understanding of what a ‘low carbon economy’ means in reality, how it can be achieved and in particular how organisations and individual members of the workforce can contribute towards this overarching aim.

The key objective of the project is to develop, test and deliver innovative approaches to increase the level of ‘carbon literacy’ within the workforce in order to develop the necessary capacity, skills and knowledge exchange to drive low carbon economic development.

Project activities will be developed and delivered in four interlinked work packages:

  1. Leadership and Procurement Management Skills for Climate Change
  2. Procurement Skills for Climate Change
  3. Skills for Low Carbon Supply Chains
  4. Outreach and Dissemination

Cross cutting themes

An equal opportunities/equality policy is currently under development and will be applied to all activities designed and delivered within the project. Equal opportunities will be implemented and promoted by ensuring that all activities comply with the project’s equal opps/equality policy, by requiring partners and any subcontractors to have a comprehensive policy in place, and ensuring that participants are aware of the equality and diversity objectives. Performance will be assessed by regular review and monitoring of key target areas, to be reported at the regular project steering group meetings.

The project as a whole aims to develop skills and capacity that will make a significant contribution towards the development of a low carbon economy at a regional level, with significant opportunities for mainstreaming and rollout of the project results at national level. The project will further support the Sustainable Development priorities of the Convergence ESF Framework as follows: Ensuring all training activity is delivered in such a way that is consistent with the UK Sustainable Development Strategy, ensuring good practice in delivery in keeping with the objectives of the UK Sustainable Procurement Action Plan.
