Operational programmes
Convergence is governed by the ERDF and ESF Convergence Operational Programmes and the Priorities that they contain.
The Operational Programmes were written by partners within Cornwall and the Isles of Scilly, the South West, and national Government, and negotiated and agreed with the European Commission.
Each Convergence investment must fit within either the ERDF or ESF Operational Programme. In the case of ESF Convergence the Operational Programme has been further developed by local and regional partners in the ESF Framework.
