Management of Convergence
ERDF Convergence
The Department for Communities and Local Government (CLG) is responsible for ERDF as the Managing Authority. The Local Management Committee (from 2011) has responsibility for monitoring the implementation of the programme in agreement with the Management Authority. It is chaired by CLG and includes representatives from our local authorities, the Local Enterprise Partnership, local social and environmental partners, national government and the European Commission. (Between 2007 and 2011the South West Regional Development Agency (SWRDA) had responsibilities devolved to them for ERDF and local partners were engaged through the Programme Monitoring Committee which was chaired by GOSW and included representatives from our local authorities, the private, community and environmental sectors, the trades unions and representatives from national government and the European Commission.)
ESF Convergence
At national level the Managing Authority for the England and Gibraltar ESF Programme is the European Social Fund Division (ESFD) of the Department for Work and Pensions. (Supported in the region by Government Office for the South West until 2011). There is a national programme Monitoring Committee and includes a Convergence representative.
From 2011 there are two ESF regional committees in England: London and Cornwall and the Isles of Scilly. In practice this is combined with the ERDF LMC in Cornwall and the Isles of Scilly. (Previously this role had been taken on by Convergence PMC.)
Local delivery will take place through the ESF Frameworks and co-financing plans.
